The Institute for School Counseling Advocacy & Research (ISCAR) is proud to announce an official statewide research partnership with the California Association of School Counselors (CASC) to design, execute, and publish a landmark report.

California’s educational and student mental health landscape has seen major policy developments in recent years. From legislative updates like AB 2508 and updated professional standards to new behavioral health funding mechanisms, significant resources have been directed toward supporting student well-being.

However, there remains a critical gap in our collective knowledge: How are these policies actually unfolding on the ground in schools across California?

Elevating Practitioner Experiences at the Site Level

While state policy creates frameworks, true progress depends on the site-level realities that credentialed school counselors experience every day. This collaborative study aims to examine how state initiatives are being adapted in practice—where implementation succeeds, where workload friction occurs, and how administrator alignment influences role clarity.

Importantly, this research initiative is designed to offer a platform for practitioners who hold nuanced, alternative, or underreported perspectives on what it truly means to navigate the profession today.

“Our goal is to ensure that the voices of California school counselors directly inform the policies that shape their work. By pairing site-level empirical data with actionable advocacy frameworks, we can equip leaders with the insights needed to foster sustainable, role-aligned counseling practices.”
— Dr. Sarah Whipp, ISCAR Executive Director

ISCAR at the 2026 CASC Annual Convention

To launch this statewide study, ISCAR will be featured at this October’s CASC Annual Convention:

  • General Assembly Launch: Addressing convention attendees on the main stage to introduce the study and launch data collection live.
  • Featured Breakout Session: Leading an interactive workshop on practical counselor-administrator advocacy frameworks.
  • Exhibit Hall Booth: Hosting a dedicated ISCAR table to connect directly with practitioners and educational leaders.

Translating Research into Local & Statewide Advocacy

Following the convention and data analysis phase, the co-branded report will serve as a vital leverage tool for state advocacy efforts, district decision-makers, and local counselor role clarity initiatives.

Stay tuned over the coming weeks as we share updates, prepare survey tools, and get ready for an impactful conference season!
